Is this number unique and certified as valid MAC address by IEEE as LoRaWan MAC addresses?

STM MCU has 96 bit unique ID, but it cannot be used for DevEUI.

DevEUI is globally unique ID for the device, which should be certified by IEEE. Hence, OUI should be contained in the first 24 bit.

Device maker should assign unique 40 bit later of OUI in order to avoid duplication.
